The article examines the processes of digitalization of the public procurement system used as tools to improve the efficiency of public administration. The comparative analysis of the introduction of innovations into the public procurement systems of the Republic of Korea and the Russian Federation is carried out. The reasons for the backwardness of the digital transformation of the state and municipal procurement market of the Russian Federation are summarized. The conclusion is substantiated that there are no cause-and-effect relationships between the imperfection of regulation and the actual implementation of digital tools.
